The New York Times maintains a helpful webpage that provides links to orders governors and city governments have issued to "shelter in place" and take steps to prevent spread of the coronavirus.

During the coronavirus pandemic, many "shelter in place" and "stay at home" orders specifically allow for running.

The order from the Minnesota governor says:

"Individuals may engage in outdoor activities (e.g., walking, hiking, running, biking, driving for pleasure, hunting, or fishing), and may go to available public parks and other public recreation lands, consistent with remaining at least six feet apart from individuals from other households." https://www.leg.state.mn.us/archive/execorders/20-20.pdf
